Contract seat counts typed into the IT asset workbook at purchase.
2
Unmeasured Usage
Departmental Sprawl
Teams assign and install licenses without updating the central count.
3
Unbudgeted Bill
Vendor Audit
The vendor's deployment scan exceeds entitlements; a settlement demand follows.
Root Operational Bottleneck
Departments buy and assign software licenses independently while IT tracks entitlements in an asset management workbook, so true-up exposure is estimated from stale seat counts rather than measured usage.
Control Hazard & Audit Exposure
A vendor audit compares actual deployments to entitlements the workbook never reconciled, producing an unbudgeted settlement demand and no evidence to negotiate from.
Manifests in: IT software asset management workbook and vendor true-up queue
Deterministic Replacement (After)Golden Door Standard
Licensed quantities and metrics read from executed contracts and order forms.
2
Measured Deployment
Usage Telemetry
Active users and installs pulled from the identity provider and endpoint tools.
3
Known Exposure
Exposure Reconciliation
Usage versus entitlement reconciled daily; excess quantified and forecast to renewal.
Deterministic Software Pattern
Usage telemetry hub that reconciles entitlements from contracts against active users and installs from the identity provider and endpoint tools, forecasting true-up exposure continuously by vendor.
Continuous Assertion Rule
Entitlement assertion: for every licensed product, active users and installs must be reconciled to contracted entitlements at least daily, and any product where usage exceeds entitlement appears on the exposure report with the excess quantified.
